Guidelines for applicants

Applications are considered under Section 40(5) of the Country Fire Authorities Act 1958 ‘as a person conducting an industrial operation or trade, or for the purpose of public entertainment, for which a fire is necessary’.

The brigade will consider an application, subject to the following details for each event being provided:

1. A running sheet, that locates and times the sequence of events leading up to and following the “permit” event.

2.
The name of a Responsible Officer, including his/her title who may, together with the Company, be held legally accountable.

3.
Description of the nature of works/public entertainment that require a permit:

i.e. for reasons of -
• Substantive financial or other loss
• Loss of employment
• Major public event

4. Declare an area surrounding the risk that is of suitable size, safe and clear of combustibles.

5.
A list of fire fighting equipment that will be available on site suitable to extinguish a fire associated with the risk.

6.
Information regarding the availability and training of personnel considered capable of effectively using the aforesaid fire fighting equipment.

7.
The location of an Emergency Control point suitably equipped / located to allow emergency communication to event controllers.

8.
In the case of Pyrotechnics, a plan detailing:

• The location of the firing point and available access and egress to the area;
• The provision and location of public viewing areas and their access and egress;
• Location of surrounding property and combustibles; and
• The proposed height and declared minimum safety distances of the fireworks to be used.

9. In the case of Pyrotechnics, acknowledgment that the licensee is operating in accordance with the provisions of the Dangerous Goods Explosives Regulations (2000) and AS2187.

10.
Details of fireworks being used including type, quantity and safety distance.

11.
Declaration of any special conditions required by WorkSafe Victoria.

12.
Details of the variation to plans you would consider to accommodate adverse weather conditions.

13.
All applications must be accompanied by Work Safe Notification to the Local Fire Brigade in accordance with Dangerous Goods Act 1985 and Dangerous Goods Explosives Regulations (2000).
